CAREER PROFILE

Miss Delaine Morgan is a qualified and proven professional with over twenty (20) years of experience in providing trade facilitation, development, promotion, as well as project design, management & analytical expertise in support of the private and public sectors. Having held key managerial positions in Jamaica’s national investment and export promotion agency (JAMPRO) she brings to bear a unique combination of technical skills needed to provide expertise at the macro, meso and micro-level in areas relating to the business environment and improvement in the overall competitiveness of the country. She also has significant experience in formulating business development strategies and was responsible for the development of the strategic business plan which resulted in the establishment of the Export Promotion and Development departments within JAMPRO in 2002. Ms. Morgan’s experience in working in the financial services sector in the USA, coupled with her involvement and collaboration with a number of international organizations in her various capacities at JAMPRO, also provides her with an international perspective relevant to providing benchmarks and best practices required for business process improvements.

Having oversight responsibility for the Export Development and Promotion portfolio at JAMPRO, Ms. Morgan also works with key stakeholders in improving the trade facilitation process and is involved in key initiatives aimed at improving export competitiveness through the reduction in export processing times and the development of the national trading portal (Tradepoint). In the area of improving the ability of firms to access appropriate credit and finance, Ms. Morgan was instrumental in the design and implementation of the Corporate Finance Brokerage within JAMPRO which seeks to provide critical financial advisory services to MSMEs in partnership with over 30 financial services entities operating within Jamaica.

In her executive capacity at JAMPRO, Ms. Morgan provided advice as well as support to various initiatives targeted at improving the business environment, developing relevant policies and reducing government bureaucracy. Of note was the formation of the Target Growth Competitiveness Committee chaired by the Minister of Industry, Investment and Commerce which had as its mandate the implementation of initiatives geared at improving the business environment through policy submissions. This Committee was part of a €26.2M five year Private Sector Development Programme (PSDP) jointly funded by the European Union and the Government of Jamaica (GOJ), for the purpose of enhancing the competitiveness of Jamaican MSMEs and the strengthening of their support institutions. Ms. Morgan managed the PSDP as its Programme Manager since its inception in October 2004 to April 2008. As a result of her contribution and leadership in executing a number of projects and activities to assist potential and existing exporters, Ms. Morgan was instrumental in JAMPRO receiving the award for best trade promotion organization (small country) from the World Trade Promotion Organisation in 2004 and again in 2008.

With sound interpersonal and communication skills and a positive public and professional image, Ms. Morgan has been successful in developing, maintaining, and leveraging strategic private and public sector stakeholder relationships.
